Abstract

The purpose of this research is to analyze the planning system and academic cooperation at the Autonomous University of Tamaulipas (UAT) during the period 2014-2018. The type of research is descriptive; is developed using a non-experimental research design, analysis of official documents and secondary sources, as well as guided interviews with Directors of the Academic Secretariat who have been close to planning processes at the Autonomous University of Tamaulipas. The results show: 1) Institutional guidelines on the planning processes that refer to a series of aspects on student mobility; 2) Definition of a Development Plan, which accounts for the execution of strategic planning processes; 3) A variety of national and international mobility programs for teachers, researchers and students, supported by strategies defined from the contents of the programs and from the organizational ones. It is concluded that the university planning process on institutional relations and cooperation in the public sector seeks a greater social reach for the community intra and extrauniversity, in addition the planning process is differentiated in the universities, while the public respond to the formal guidelines of the State and the private ones to the interests of their owners, that is, it is more discretionary.
