Public policies for the protection of human rights: Case of indigenous people in transit through the state of tamaulipas-Mexico
Abstract
Within the framework of a project for the protection of human rights promoted by the Mexican gov-ernment, public policies for indigenous people in transit are promoted, which has been part of the new governmental strategies, now with a relevant role in human rights. The purpose of this work is to explore public policies for the protection of Human Rights with special interest in the case of indigenous people in transit through the State of Tamaulipas-Mexico. The methodology consisted in the analysis of public policies that pay tribute to the protection of human rights, using a qualitative approach, supported by the inductive method and the interpretation of legal documents and indirect investigation techniques. The results show: 1) Incorporation of indigenous human rights as a fundamental element for protection by the Mexican State, 2) Promotion through legal guidelines of rights to protect indigenous people in transit, 3) Respect and adoption of international guidelines, 4) Regu-lation of the organization and operation of administrative units that legally support migrants who are in transit through Mexico, especially the State of Tamaulipas, as well as undertake programs that disseminate their mother tongue. It is concluded that a new public policy for the protection of the human rights of indigenous people in transit is under construction and the search for a territorial balance is a fundamental feature.
