Abstract

Recent trends on port performance improvement aims to coordinate logistics activities between intermodal transportation motivated by the congestion and inefficiencies generated at the gates of the terminals. Coordination is enabled when information is shared in a collaborative framework based on information technologies and redesign processes. Truck Appointment Systems represent a solution to reduce congestion and truck waiting times. However, the design and policies for implementation should consider the particular conditions of each terminal so as to obtain real benefits. In this paper we address the problem of developing policies for gate control in a Chilean Port Terminal based on Truck Appointment Systems. As a basis for our study several configurations based on booking levels are analyzed in an environment where the arrival of containers can vary significantly from day to day and on a seasonal basis. Efficient policies for gate control are then deducted from this analysis.
