Public Relations and Community Communication Strategies in Mexico: A Constitutional and Legal Analysis
Abstract
Community communication and public relations have become fundamental strategies to promote citizen participation and social development in local communities in Mexico. The objective of the research was to analyze the constitutional and legal framework that currently regulates the practice of public relations and community communication in Mexico, in order to identify its main obstacles, advances and challenges. This study followed the criteria according to the Prisma guidelines proposed by Moher et al, (2009), for the identification, analysis and evaluation of systematic reviews of scientific articles. To conclude, it was identified that community communication in Mexico is legally based on the Political Constitution of the United Mexican States, the Federal Telecommunications and Broadcasting Law, the Federal Consumer Protection Law, the Mexican Official Standards and the legal framework for community networks. The current legal framework presents obstacles for the effective implementation of community communication and public relations strategies with a critical and democratizing approach. The challenges faced by public relations and community communication in Mexico, including socioeconomic inequality, violence and security, distrust in institutions, political and social polarization, as well as technology and social media, through the dissemination of misinformation and lack of regulation with perspectives regarding the focus on authenticity, community participation, diversification of platforms, among others.
